I'm not new to CSS, but I am new to WordPress, and wanted to know how the wp_enqueue_style() function actually works; I know it's wordpress specific, but I've never tried it before. Anything else specific I need to do to use it?

Since you say that you want to learn how to use the WordPress function of wp_enqueue_style(), I recommend that you check out Stack Overflow's discussion on that function right here,
