I have a basic programming question relating to web development. If it is possible, how do I use JavaScript to find the date of the last update for a certain web page?

There is a simple solution to finding the last update of a page in JS! Simply enter "javascript:alert(document.lastModified)" -without the quotes, into the address bar and a window should pop up telling you the information you requested.
