I have an article that I want to cite and I'm not sure if I should use the <address> tag, and if not what that tag is used for.

It's a semantic HTML5 tag which should be used to highlight contact information like email addresses as well as physical real world addresses.

It works just like a <div> would, but it's more semantic which could help things like search engines understand what is going on with your page a little easier.
