I am working in CSS and I am trying to figure out something in the Style and Layout section. What rule is used to trigger if an image does not exist?

You can't do that with CSS.

I'm guessing you're trying to set a fall back image of some sort? You should look at doing this with PHP.

<?php
$imageurl = "";

if(empty($imageurl)){
  $imageurl = "http://your-img-src-fallback.com/image.jpg";
}

echo "<img src=\"".$imageurl."\">";

?>

You could also set a "background-image:" depending on how your structure is built.
