I am new to machine learning, but this seems like the kind of task that could be done using machine learning algorithms. Is this how reCaptcha solving bots work?

Yes, it's possible. And yes, most bots that can click pictures of cars will use machine learning in some way.
Roughly six months, I wrote a reCaptcha solver using Tensorflow. Pulled some of the framework and helper functions from here:
That reCaptcha solver from the University of Maryland focused on the audio captcha; the framework is similar to what is needed for an image-based solver.
Might post the image reCaptcha bot here at some point. Regardless, the image-based part of reCaptcha solvers is mostly irrelevant, since v2 is now being replaced by v3, which has removed the image-recognition aspects.
